  • Five years ago when studying theology at Oxford, I was invited to deliver a lecture at London's Institute of Economic Affairs (IEA) with the prescient title, "Can the practices of the free market economy be reconciled with the teachings of the Gospels?" Although the answer was in the qualified affirmative, my IEA authence gave the lecture what might politely be described as a mixed reception. It Starts with positives such as the alleviation of poverty, family involvement in business, good stewardship, the encouragement of talent, a fair day's pay for a fair day's work, honoring agreements, cherishing the land and the natural environment, settling disputes out of court, respecting the spirit as well as the letter of the law, and paying taxes.

  • Our objections to a Trails, Open Space and Parks tax extension approved by voters last April had little to do with the arguably misleading way it was represented on the ballot. There were plenty of other reasons to oppose it, which we won't reiterate here. But we also take seriously the issues and concerns raised by tax activist Douglas Bruce in a lawsuit that has nullified the vote. Judge Robert Lowrey earlier this week found merit in Bruce's claims that city officials violated both the letter and spirit of the Taxpayer's Bill of Rights when putting the extension on the ballot. The measure should have been, but wasn't, identified as a tax increase, since moving the program's end date from 2009 to 2025 would bring an additional $200 million into city coffers. And while it's often pointe...

  • [Mark Pocan] is also backing [Sheila Stubbs], a "strong neighborhood activist" whose mother, Linda Hoskins, heads the local NAACP branch. "I think she won't be potentially as divisive as [Don Eggert] has been," he says, declining to give examples of how Eggert has divided the board. "It's a million little things," says Pocan of Eggert. "He's a nice guy, but if you have a district like that, you need someone who will be a real fighter. They have a lot of extra needs. In 2004, [Chris Lato] acknowledges, Magnum "struggled" with his race: "He'll admit that his campaign was not organized, not running as well as it could. One of the problems with 2004 is that he got in too late," waiting until May to announce his intention to run. "People were generally aware of him last time," says Lato, "b...

  • Results are viewed in black and white, intent in shades of gray. That's why we talk about the "letter" and the "spirit" of a law, why it's possible to see the NFL's Rooney Rule as a success on the one hand and a charade on the other. The league policy named after former Pittsburgh Steelers owner Dan Rooney made headlines recently, in large part because the hiring of Mike Shanahan in Washington last week and Pete Carroll's ascension to the head coaching job in Seattle on Monday - both appeared to be little more than half-hearted efforts at compliance.

  • COLUMBUS -- Attorney General Richard Cor-dray, a Democrat running for re-election, is shuffling money in and out of his campaign account in a way that looks like he is complying with the letter of the law but not the spirit, according to a government watchdog group. Cordray gave away $765,000 from his campaign account, sending $254,000 to the Ohio Democratic Party, $261,000 to the Franklin County Democratic Party and $250,000 to the Summit County Democratic Party, all within six days in February.

  • I've worked hard to earn the trust of the people of Columbus," [Craig] said. "Anybody that knows me knows my character. My name and my reputation are extremely important (to me). I've striven not only to follow the letter of the law, but the spirit of the law. "On no occasion has my relationship with Mr. [John Raphael] influenced any decision that I have made," Craig said. "I'm humbled to serve on city council, and will continue to make decisions in the best interests of the people of Columbus." When asked whether it is unusual for a public -official to abstain from a vote because there may be a financial tie, [David Freel] replied, "It is not unusual. In fact, the law encourages public officials to recuse themselves." If there is a potential conflict, Freel said, "you abstain. You do...

  • I live downtown and walk my dog in Esther Short Park sometimes at night. I follow the rules and scoop the poop. One night, I was there about 10 minutes past 10 p.m. when I saw somebody looking for something in the grass. I went over to help and it turned out to be a police officer who told me the park was closed and I needed to leave. I told him other officers had seen me in the park with my dog even later than that and never had a problem. This officer said enforcing the rule was discretionary. But eventually after I pressed it a bit he said if he catches me again Id get a ticket and my dog would be impounded. I think he was enforcing the letter of the law but not the spirit, which is to keep the park safe.

  • Santa Fe's historic-architecture ordinance should avoid general, objective, written standards and continue to depend on independent, subjective hearings before a citizens' panel, say members of the Old Santa Fe Association. Strict standards may catch the letter of the law, but not the spirit," association board member and Realtor Sara Melton said during last week's panel discussion of the rewrite of the 57-year- old ordinance.

  • [Brian Benford] doesn't mind the large number of members, saying the group needs to include a broad segment of the community: "It's not just law enforcement's responsibility, it's all of ours." Current members include a school principal, two pastors and numerous social service workers. [Ken Haynes] says the group's goal is to expand gang prevention strategies beyond Madison, to the suburban and rural communities where gangs are now popping up. "The face of gangs is literally changing," he says, calling the task force "a way to bring more attention to it and involve a broad swath of the community. Madison attorney Bob Dreps, an expert in the state's open meetings law, says the county may be within the law to not notice the meetings but doesn't think this makes a lot of sense. "If it doe...
