[Mark Pocan] is also backing [Sheila Stubbs], a "strong neighborhood activist" whose mother, Linda Hoskins, heads the local NAACP branch. "I think she won't be potentially as divisive as [Don Eggert] has been," he says, declining to give examples of how Eggert has divided the board. "It's a million little things," says Pocan of Eggert. "He's a nice guy, but if you have a district like that, you need someone who will be a real fighter. They have a lot of extra needs.
In 2004, [Chris Lato] acknowledges, Magnum "struggled" with his race: "He'll admit that his campaign was not organized, not running as well as it could. One of the problems with 2004 is that he got in too late," waiting until May to announce his intention to run. "People were generally aware of him last time," says Lato, "b...

A case involving a former school janitor in Wetzel County puts a few new twists on the issue of "sexting," or sending explicit photos by cell phone.
Police have said the practice has become disturbingly common among students, particularly at the high school level. Usually, it's carried out between students, and some have gotten into serious trouble for sending the images.
..."It's the classic clash between the letter of the law and the spirit of the law," Rogers said...

Obviously, I'm pleased," [Craig] said. Craig said he had no contact with [Phil Harmon] during the campaign, except when they had been in court during an earlier hearing.
"Our belief was from the beginning that we had followed the appropriate process, to both the letter of the law and the spirit of the law," said Craig. "I'm certainly delighted that Mr. Harmon has dropped the proceedings, and I'm encouraged about the fact that he believes enough in me that he's considering his vote for me. For me, that means that I offer the kind of agenda for the city that helps to move our city forward in a way that supports all of our citizens.
"Certainly it's gratifying, but we have much work to do," Craig said. "I'm excited about the opportunity to represent all of our residents in the city of Col...

Numerous commentaries have questioned both the legality and appropriateness of Federal Reserve lending to banks during the recent financial crisis. This article addresses two questions motivated by such commentary: Did the Federal Reserve violate either the letter or spirit of the law by lending to under-capitalized banks? Did Federal Reserve credit constitute a large fraction of the deposit liabilities of failed banks during their last year before failure? The Federal Deposit Insurance Corporation Improvement Act of 1991 (FDICIA) imposed limits on the number of days that the Federal Reserve may lend to under-capitalized or critically undercapitalized depository institutions. The authors find no evidence that the Federal Reserve ever exceeded statutory limits during the recent financial...

Did Fairfax School Board members violate the state's open meeting law when they exchanged hundreds of emails before a controversial vote on whether to close an elementary school?
Justices with the Virginia Supreme Court, who are considering a legal challenge to that decision, are expected to reach a conclusion based at least in part on the number and timing of the messages. The justices ruled in a 2004 case that emails among Fredericksburg City Council members at intervals ranging from four hours to two days were not "virtual simultaneous interaction" and thus did not constitute an illegal meeting. In contrast, the current court case arises from a blizzard of emails, some of them just two minutes apart.

It's official: the state and county Democratic Party will sue if Republicans certify write-in candidate Ellis Ivory as their official candidate for Salt Lake County mayor. That is unless Nancy Workman's doctor signs a "certificate of disability" drafted by the Democrats themselves.
We believe that the letter of the law and the spirit of the law should be followed," state Democratic Party chairman Donald Dunn said. State law requires that a candidate who withdraws be "physically or mentally disabled" before the party can name a replacement.

Many people seem to be Democrat or Republican blindly. We ditto a stand or slogan, without examining the inconsistencies of our choice. We ask rhetorical questions and attack false extremes, and fail to ask hard and real questions to get real answers. As a Christian who lives in a redeemed, but still sinful, world, I question the Christian conscience, but not the sincerity, of my fellow Christians; I fear that our inconsistencies mirror the hypocrisies Jesus condemned in the Pharisees. I suspect many a Pharisee was sincere. Why does the self-styled religious right attack activist judges but support a judge because they hope he will overturn Roe v. Wade? It would seem more consistent for us to hope for an activist judge to overturn a bad law. Similarly, why do so many conservatives want a ...

COLUMBUS -- After four years in the Ohio House, Republican Josh Mandel won statewide office on his first try -- an unusual political accomplishment for a rookie.
