Sullivan realized very early in his ministry that the people needed more that just a 'Sunday morning service,' they needed 'Monday morning employment.' He started a non-violent movement of selective patronage that boycotted companies that resisted employing Black men and women. It was used as a catalyst to foment resistance throughout urban areas nationwide. After the march on Washington in 1963 and the subsequent passage of a slew of civil rights bills, opportunities were plentiful but training was in low supply, so he set out to bridge opportunities with skills. He founded the Opportunities Industrialization Center (OIC) in an abandoned jailhouse in North Philadelphia and began to build a workforce like none other.
