Theodore Roosevelt is well known as an imperialist. The common understanding is both too weak and too strong. Too weak, because Roosevelt idealized an imperialism that could last forever in civilizing savages. Too strong, because Roosevelt prepared the American-occupied Philippines for independence within a generation. This article analyzes Roosevelt's philosophy of self-government and reinterprets his Philippines policy in light of the philosophy. Roosevelt emerges as a reluctant anti-imperialist-an imperialist by desire but an anti-imperialist in governance. Montana Gov Marc Racicot believes that the state must prioritize issues concerning employment, tax reform and state spending. The new administration must likewise make notable strides on other concerns such as worker's compensation, health care and education funding. On Executive-Legislative relations, Racicot commented that he is looking forward to a more personal relationship with legislators.

Various potential problems that can emerge in a scandal-weakened presidency are analyzed. These problems arise as consequences of foreign perceptions, distortions of US policy-making, presidential distraction and executive-legislative relations. The actions taken by the administrations of Richard Nixon and Bill Clinton in addressing these crises are compared, in particular, the domestic crises involving the Watergate scandal and Clinton's sexual affair with Monica Lewinsky.

This paper develops a multiple-item scale for measuring public relations strategies, i.e., the Public Relations Strategy Assessment (PRSA). In this study, Chinese culture was considered and incorporated into scale development. After a discussion of the conceptualization and operationalization of the dimensions of public relations strategies, three survey data sets are used for scale development, including (1) legislators and their assistants from the Legislative Yuan, (2) congressional liaisons from the Executive Yuan, and (3) public relations practitioners from Taiwan's top-500 companies and PR agencies in Taiwan.
