For a vibrant economy, California needs more college graduates than it's currently producing. And turning students away isn't going to meet work-force demands.
That's a practical reason for the law allowing some non- residents, including some illegal immigrants, to pay lower, in- state tuition rates at California's colleges and universities. To qualify, they must complete three years of high school in California and, in the case of illegal immigrants, sign an affidavit pledging to apply for legal residence in the United States.

On Oct. 1, the California justice system as we know it will change dramatically. Inmates currently in California state prison who are classified as "low level, low risk" offenders will be paroled into our communities, to their county of last legal residence. These "parolees" will be supervised by an already overwhelmed agency (county Probation Department).
Due to the fact that these parolees will not be closely supervised in the way state parole agents supervise these individuals, it will be a matter of time before something goes horribly wrong, since no matter what California Static Risk Assessment Score (CSRA) is assigned to an individual, the future criminal behavior of an individual cannot be predicted.

We are adopting amendments to the accredited investor standards in our rules under the Securities Act of 1933 to implement the requirements of the Dodd-Frank Wall Street Reform and Consumer Protection Act. The ruling, by members of the 3rd District Court of Appeal in Sacramento, upholds the contention of out-of-state students and their parents that under federal law, the University of California, California State University and the California community colleges may not give illegal alien students benefits they don't grant citizens and legal residents from other states. A Jackson County Circuit judge has disqualified an attorney from the City Council race in Kansas City because of residency issues.
Judge Ann Mesle Friday evening issued her judgment against candidate Michael Fletcher. The civil rights attorney had sought the 3rd District Council seat, but incumbent Councilwoman Sharon Sanders Brooks in a recent lawsuit raised residency questions because Fletcher also lives in California.
