Robert B. Sanders, founder of Sanders Legal Publishing, died Aug. 2 in Buffalo General Hospital following a lengthy illness. He was 86. Born in Tillsonburg, Ont., Mr. Sanders was a child when his family moved to the United States. He was veteran of World War II, serving with the Army Air Forces in the Philippines.
Deciding Officers in the Southern Region will publish notice of decisions subject to administrative appeal under 36 CFR parts 215 and 219 in the legal notice section of the newspapers listed in the SUPPLEMENTARY INFORMATION section of this notice. Elm Grove -- The Village Board has voted to stop publishing legal notices in any newspaper and instead will post local government information on bulletin boards at three public buildings and on the village Web site. The move -- approved unanimously this week by village trustees -- is expected to shave about $3,000 from the village's annual budget of more than $10 million.
In the Tribune Co. V. Commr. case, in 1998, the petitioner's investment subsidiary X divested itself of its wholly owned legal publishing business Y in a transaction intended to qualify as a tax-free reverse triangular merger under Section 368(a)(1)(A) and (2)(E). The IRS characterized the transaction as a taxable sale to a third-party purchaser. The Tax Court determined the primary consideration received in the transaction was control over $1.375 billion paid by the purchaser, and, after factual analysis of the totality of the transaction, the transaction did not qualify as a tax-free reorganization, since contractual documents, as interpreted and implemented by the petitioner and the purchaser, effected sale of the legal publishing business.
Following a brief review of the literature on access to legal information (particularly in electronic form), the author finds a lack of empirical research on the relationship between access to legal information and the establishment of the rule of law, particularly in developing countries. Using the example of Cambodia, this article considers why the publication of legal information has been so difficult in the past. It then provides a case study of a new tribunal (a council for the arbitration of labor disputes) which is taking steps to publicize its decisions online and reflects on the effects which the distribution of such information may be having on the conduct of industrial relations in Cambodia.
