TWO data processing powerhouses from Texas - subsidiaries of even larger tech titans - are waging legal and political war in Sacramento over a high-dollar contract to process claims for the $49 billion-a-year state program that provides medical care to more than 7 million poor Californians. Electronic Data Systems, founded by Texas tycoon H. Ross Perot and now owned by Hewlett-Packard, has had the Medi-Cal contract for the past two decades.
