There is currently a tendency to overemphasize culture and view it as the only identity-referent as well as the cause and explanation of almost all social and political phenomena both at the domestic and international levels. The article suggests that this tendency is both problematic and dangerous. The use and abuse of culture might lead to further fragmentation of state societies and further divisions among states with different cultural systems. On the other hand, because culture is important, cultural sensitivity should guide our actions and any projects aiming at universality should be negotiated instead of being imposed thereby creating an unhealthy cultural homogeneity.
