This Note addresses the legal status of the post-ratification consensus Decisions of the Parties to the Montreal Protocol. The discussion covers the background to the Montreal Protocol and the incorporation of the United States' treaty commitments under the Protocol in the Clean Air Act. It then examines the opinion of the U.S. Court of Appeals for the District of Columbia Circuit in Natural Resources Defense Council v. EPA, 464 F.3d 1 (2006), in which that court determined that the parties' consensus Decisions represent political commitments, not law cognizable in U.S. courts. LONG BEACH - Bicycles won't have to be registered in Long Beach any longer after the City Council voted Tuesday to end the requirement. The council voted unanimously to amend the law, which has been on the books since the 1970s. Instead, the city will implement an education campaign to direct bicyclists to the National Bike Registry, which allows people to register their bikes for free.
The Colorado Springs City Council violated the open meetings law Tuesday when it made two decisions about delinquent stormwater fees in closed executive session. In a news release issued Wednesday, the city acknowledged that the council met in closed legal session "and made two decisions related to past due stormwater accounts.
The City Council appears to have violated a state open- government law when it allowed Vice Mayor Charles B. Whitehurst Sr. to join a meeting by phone earlier this month, a state open-records expert said. The Virginia Freedom of Information Act allows council members to participate in two meetings a year by phone in the case of an emergency. The council invoked that emergency exemption for the vice mayor on Sept. 6. Speaking from San Antonio, he joined a closed- door discussion on plans for the former Holiday Inn site on the downtown waterfront.
Today's Maryland Lawyer cover story about the LSAT and law school accreditation only briefly touches on the history of the standardized test. Researching the story, however, I came across a 1998 speech on the LSAT's history given by New York Law School professor and legal historian William P. LaPiana. The speech was given at the Law School Admission Council's annual meeting in honor of the LSAT's 50th anniversary. LaPiana gives Nov. 10, 1947 as the test's "birthday," when deans from the top law schools across the country met in Princeton, N.J. to formulate what is now the LSAT.
Details about the semi-annual meeting of the General Motors Law Enforcement Product Council (LEPC) that was held in conjunction with the COPS West convention and the Los Angeles County Sheriff police vehicle tests are presented. The LEPC is made up of US and Canadian police fleet managers and GM Fleet service, technical, sales and engineering personnel. Twice a year, the LEPC meets for a two-way dialog, such as fleet managers tell GM Fleet what they need to hear, and vice versa.

Aggressive panhandling can now be criminal behavior if it happens near Roanoke's outdoor dining spots or if it bothers people waiting in line. The city council voted unanimously Monday to add those places to a list of a half-dozen other situations in which solicitation is also illegal and punishable with a Class 2 misdemeanor, which carries a maximum penalty of six months in jail and a $1,500 fine. Other cases in which solicitation is prohibited include doing so near a bank, at a bus stop, in a median, on an entrance or exit ramp or in any case in which it's done aggressively.
