The Coast Guard announces the availability of a draft Navigation and Vessel Inspection Circular (NVIC) that sets forth the Coast Guard's policies and procedures regarding the inspection of U.S. vessels for voluntary compliance with the Maritime Labour Convention, 2006 (Convention), which enters into force on August 20, 2013. ACTING LABOUR Commissioner M. Patricia Smith on February 1, announced that the Labour Department has begun a public awareness campaign to educate low-income workers and businesses about the Increase in the state's minimum wage. The state's minimum wage increased from $6.75 per hour to $7.15 per hour on January 1, 2007. Materials to be distributed include palm cards and posters that feature a toll-free 800 number for the public to call if they are not receiving the correct wage. These products will be available in multiple languages: Spanish, Chinese, Korean, Russian, Creole, and English. A fact sheet has also been developed that explains penalties for non-compliance to businesses.
