The project, Toledo notes, has generated jobs and government revenue while reducing Peru's dependence on foreign hydrocarbons. The Peruvian leader owes thanks to U.S. taxpayers, who help underwrite loans of the Inter-American Development Bank-Camisea's leading public investor. Toledo's current cabinet chief, a chameleon named Pedro Pablo Kuczynski, brokered a $75 million IDB loan for the project in 2003.
