DAYTON -- With a big assist from the area's health care industry, the committee pushing Dayton's 4.9-mill school levy has raised an apparent record $384,000 to promote it. Kettering Adventist Healthcare, parent corporation to Kettering Medical Center and its sister hospitals, gave $75,000 to Citizens for Dayton's Future, the committee heading the campaign for Issue 52. Miami Valley Hospital gave $50,000, and CareSource, the Daytonbased Medicaid managed care company, gave $15,000.

In 2001, as Premier Health Partners Chief Executive Tom Breitenbach neared age 55, he was given an executive investment plan in addition to his supplemental retirement benefits that paid him nearly $9 million from 2002 to 2007. The requirements were that Breitenbach assume the risk of the investment and stay on as head of Premier until age 60. In 2004, Frank Perez, chief executive of Kettering Adventist Health Care, received a $117,000 housing allowance on top of his $1.5 million in salary, bonuses and deferred compensation.

The double-digit pay increases that most local nonprofit hospital chief executives received in 2008 evaporated in 2009 as the recession deepened. Premier Health Partners, the Miami Valley's largest hospital network, didn't raise base pay -- but did give bonuses -- to its top executives in 2009, while the typical employee received a 2.5 percent raise, said Tom Breitenbach, Premier's chief executive officer.
