For three years, Shannon Rochelle Garibay served as a general education teacher in San Bernardino County before being laid-off last year. Devastated at the thought of leaving the career she loved, Garibay decided to pursue a retraining option with Cal State San Bernardino's alternative certification program. In Fontana and points east, thousands of children of the working poor are at risk of losing state-subsidized child care services because the Legislature has yet to pass a budget. West of Fontana, that's not the case.
Pomona Unified School District, which runs the state-funded programs in Rancho Cucamonga and other West End cities, is borrowing money to pay child care providers until the state can pay. ONTARIO - A substitute teacher who police say confessed to molesting as many as 200 young girls has taught in at least 14 different school districts in San Bernardino and Kern counties since 2003.
