DINWIDDIE -- Millions watched the NASCAR Nationwide Race last night, but hardly anyone got to see it like Keith Krause. While most viewers followed the race on television, Krause floated smoothly 1,500 feet above the Richmond International Raceway -- piloting his A1-70 airship. "It's like a big flying boat, mammoth size," Krause said.
TV audiences around the country and spectators at the raceway have seen Krause's blimp with the DirectTV logo, and most of the aerial footage these sports events are being shot from the A1-70. After last night's race was over, Krause steered the airship back to Dinwiddie County Airport, where a crew of more than 10 tightened the 153-foot-long, 50-foot-high airship to its mast.

Last week, professor Keith Krause, program director of the Small Arms Survey at the Graduate Institute of International Studies in Geneva, discussed the findings of the Small Arms Survey 2007: Guns and the City with The Washington Times reporter John Zarocostas. The annual report on global small-arms violence is funded by United States, European governments and the United Nations.
Question: The survey shows a worldwide increase of civilians holding small arms. You estimate that 650 million small arms, 75 percent of the total 875 million worldwide, are owned by civilians. What's behind this?
