In addition, the City Manager appointed a second Deputy City Manager to her staff, Pat DiGiovanni. DiGiovanni, from Kalamazoo, Michigan, is currently the Director of Economic and Community Development for Michigan Technical Education Center at Kalamazoo Valley Community College. DiGiovanni's career spans 23 years in local government, including 14 years with the City of Kalamazoo, where he served in various management positions including City Manager for eight years. DiGiovanni will begin his service to the City of San Antonio on March 6.

Pastor [Reginald G. Flynn] was born in Peoria, Illinois and reared in Flint, MI. He is the son of Pastor Earl and Marjorie (Flynn) Willis and a 1984 graduate of Beecher High School. Pastor Flynn attended Kalamazoo Valley Community College and later served in the U. S. Navy as a yeoman and personnel officer. After receiving an honorable discharge, he relocated to Columbia, SC. After acknowledging the call to preach the gospel, Pastor Flynn received his license under Rev. Charles B. Jackson Sr., senior pastor of Brookland Baptist Church in Columbia, SC. He was ordained by the Gethsemane Baptist Association. He has also served as an adjunt professsor of religious studies at Benedict College.
