The state commission that enforces judicial conduct has reprimanded Justice of the Peace Cody Williams on grounds he is consistently absent from his $101,500-a-year job and he created an appearance of impropriety when he didn't transfer a personal speeding ticket to another judge.
Williams, who presides over the South Mountain precinct, is fighting the Aug. 19 decision by the Commission on Judicial Conduct, which has yet to make the sanction public.

President Karzai draws much of his support from the Pashtun belt in the south; given that the war is most pronounced in the south, it was not surprising to find widespread election fraud or high rates of intimidation leading to low voter turnout. Many Afghans, human rights groups, and external actors acknowledge that the circumstances surrounding the elections have dealt a great disservice to the state-building process, democratization, and the human rights movement across Afghanistan.

Quentin Tolby, a veteran justice of the peace with the Manistee Court in Glendale, has stepped down after 14 years, trading in his role for that of an administrator for Maricopa County's 23 Justice Courts.
He's not just a former J.P. The adjective "former" also precedes titles such as mayor of Glendale, Glendale councilman, farmer, U.S. Air Force pilot and industrial machinery-selling businessman.

LOMA LINDA - Van E. Unger, who served 30 years as justice of the peace in Loma Linda, died of a heart attack Oct. 22 in Loma Linda. He was 97.
Unger, a longtime leader in community and church activities, won his first election by only four votes, but later ran unopposed until he decided to retire in 1976.
