Marylanders will be able to play Powerball beginning tomorrow, joining millions of others in 31 states and Washington, D.C., in having the opportunity to plunk down a dollar or more for a slim chance to win a fortune. But some think adding another lottery game will just cause those who can least afford it to spend more.
