The Missouri Supreme Court put an end on Tuesday to an ongoing dispute between the city of St. Louis and the Junior College District of St. Louis, flushing 500,000 gallons of old water and a nearly $8.26 million damage and interest award down the drain.
Taking up the dispute upon transfer from the Missouri Court of Appeals, Eastern District, the Supreme Court held that the city did not have a duty to stop the flow of water that came crashing through the Forest Park Community College in October 1997 because the damages occurred in the college's own fire water pipe.

This paper examines the role of community colleges in the U.S. higher education system and their advantages and shortcomings. In particular, it discusses the population of community college students and economic returns to community college education for various demographic groups. It offers new evidence on the returns to an associate's degree. Furthermore, the paper uses data from the National Survey of College Graduates to compare educational objectives, progress, and labor market outcomes of individuals who start their postsecondary education at community colleges with those who start at four-year colleges. Particular attention is paid to the Federal Reserve's Eighth District, the geographic area served by the Federal Reserve Bank of St. Louis.

He was born December 8, 1925 the son of the late Roger L. and Susie Hill Shell of Dinwiddie County and the grandson of the late Judge Richard Cabell Shell of Dinwiddie. Mr. Shell was a graduate of Dinwiddie High School and a graduate of the University of Virginia where he received his Bachelor of Arts and Bachelor of Law degrees. He began his practice of law in Petersburg in 1947. For nearly 50 years he was a member of the law firm of White, Hamilton, Wyche and Shell, P.C., formerly White, Hamilton, Wyche, Shell and Pollard. At the time of his death, he was retired from the law firm of Shell, Johnson, Andrews and Baskervill, P.C.
