LONG BEACH - Two years from now, a new, gleaming courthouse will be open for business in the city's West Gateway.
The $395 million Gov. George Deukmejian Courthouse is on track for completion in the the third quarter of 2013, said Teresa Ruano, a spokeswoman for the Judicial Council of California - Administrative Office of the Courts, which is overseeing the project.

Culminating a six-year effort by jury instruction task force, the Judicial Council of California adopted plain-English instructions and a new Rule of Court declaring them the official instructions for the state and strongly encouraging their use. While these are not the first plain-English instructions in the nation, they are significant advance in the jury process since California has the country's largest court system.

Substance Abuse, Mental Health Programs Made More Available to Returning Soldiers
WASHINGTON, Nov. 10, 2011 /PRNewswire-USNewswire/ -- The Department of Justice's Bureau of Justice Assistance (BJA) today announced that it will support four drug designed to meet veterans' needs in Fiscal Year (FY) 2011 under the Adult Discretionary Drug Court Program. Veteran treatment help veterans within the criminal justice system manage their substance abusing habits so that they can safely return to their communities. A total of over one million dollars is being provided to: the Judicial Council of California; Hennepin County, Minn.; the 13th Judicial District Court in Yellowstone County, Mont.; and Spokane County, Wash.

The California Supreme Court announced that it will issue a written opinion tomorrow morning in the standing case over Proposition 8, which sought to define marriage in this state as being between a man and a woman.
The court is scheduled to release the opinion at 10 a.m. in the case Perry v. Brown, according to a statement today from the Judicial Council of California. It will be available on the California Courts website at: www.courtinfo.ca.gov/cgi-bin/ opinions.cgi
