Republicans will take over Congress Nov. 2, not because they are brilliant campaigners or the self-advertised political saviors of America, but because the Democrats, including our president, are wimps. History shows the ruling party gets shellacked in midterms, but there are three significant exceptions. In 2002, the GOP gained four seats in the House and two in the Senate for President Bush. Indeed, four years before, in 1998, President Clinton's Democrats gained five seats in the House, but zero in the Senate.
