Israel's Supreme Court will soonhear three petitions from civil rights groups challenging the government's compliance with that policy, arguing that it discriminates against the 20 percent of Israeli citizens who are not Jewish. JERUSALEM -- With the apparent support of the Bush administration, Israel on Monday announced plans for building 530 new homes in the West Bank, as Prime Minister Ariel Sharon pressed ahead with his plan to separate Israel from the Palestinians.
