This Note focuses on the tremendous problems with the current management of the High Plains Aquifer -- the largest aquifer in the continental US and a critical source of water for agriculture and other American industries. This Note proposes a new management scheme for the High Plains Aquifer that derives from the principles of horizontal federalism -- an interstate groundwater compact. The organization of this Note will be as follows: In Part II, the author will briefly explain the important characteristics of the High Plains Aquifer and how the aquifer is threatened with imminent depletion. The concept of an interstate compact can set consistent multistate or US's accounting standards. An interstate compact is a contract between states that allows them to solve multistate, regional, and national problems through voluntary agreement. Compacts carry the force of law, and compacting states are bound to observe the terms even if they are inconsistent with other state laws. The compact concept can address problems in areas such as practicing across state lines, substantial equivalency standards of professional conduct, and peer review. The Compact Clause of the U.S. Constitution states "No State shall, without the Consent of Congress . . . enter into any Agreement or Compact with another State." Despite this language, the Supreme Court has consistently held that only a small fraction of agreements entered into by states require approval in the form of federal legislation. This Note examines the current state of the law concerning when interstate compacts need congressional consent and argues that this body of law is ripe for reexamination in light of recent proposals to adapt the interstate compact to address issues such as climate change and reform of the electoral college. When Congress enacted the Sarbanes-Oxley Act of 2002, it created the Public Company Accounting Oversight Board, grating it federal authority to establish auditing standards for public companies. Questions subsequently have arisen about commensurate authority for auditing standards for private entities. Harmonious state regulatory standards for the accounting profession may be established on a regional or national basis by several non-judicial methods. This article focuses on interstate compacts and federal-state compacts because they offer advantages in dealing with both the licensing and the standards problem. On May 7, Washington became the 17th state to join the Interstate Compact - part of a nationwide effort to streamline the transition from one school to the next for military kids who frequently relocate.
Schools are often unaware or unresponsive to the needs of military children. There are limitations on credits that can be transferred from other states and districts. Military kids often have to retake courses, sit out athletic activities and in some cases, cannot graduate on time.
