In presenting his report to the congress, Capacity Building Committee (CBC) chair Ahmed El-Midaoui, First President of the Court of Accounts of Morocco and goal 2 chair, noted that capacity building is central to the INTOSAI strategic plan's vision of strengthening SAIs globally. To help achieve this, INTOSAI's strategic goal 2 focuses on institutional capacity building.
