LOST created the International Seabed Authority (ISA), giving it total jurisdiction over all the oceans and everything tn them, including the ocean floor with "all" its riches ("solid, liquid or gaseous mineral resources"), along with the power to regulate seventenths of the world's surface. The real purpose of the taxing power is to compel the United States to pay billions of private-enterprise dollars to the ISA bureaucrats, who can then transfer our wealth to Socialist, anti-American nations (euphemistically called "developing countries") ruled by corrupt dictators.
The Law of the Sea Treaty (LOST), an omnibus treaty originally blocked by President Ronald Reagan, is back, supported by internationalist activists and profit-minded businessmen. The convention, originally intended to promote large-scale income redistribution to Third World states, creates an International Seabed Authority (ISA) to regulate ocean mining and the enterprise to mine for the ISA. Treaty proponents prefer to emphasize the LOST's provisions covering navigation and the environment. They dismiss the mining provisions as having been "fixed" by the Clinton administration.
The Trib's editorial urging Congress to reject the Law of the Sea Treaty ("Reject this disgrace," Nov. 14 and PghTrib.com) asserts that the treaty "allows the United Nations to control 70 percent of the planet. This charge must have been quite a shock to the 30 employees at the International Seabed Authority in Jamaica.

I am writing to correct misinformation contained in the letter by Robert Frasconi on the Law of the Sea Convention ("LOST at sea," Sept. 7 and PghTrib.com). Contrary to his assertion, the United States, when it takes its seat in the Council of the International Seabed Authority, will have a veto.
