Pervasive drug trafficking is today's prevailing social malady throughout the country, particularly along the border with the U.S. In spite of lengthy declarations by government officials in Mexico City and Washington, and their insistence that important battles are being won against the scourge, criminal organizations like the Tijuana cartel continue to thrive, ruling over whole sections of the Mexican countryside like sectoral feudal lords. The International Narcotics Control Board (INCB) in Vienna has issued a report stating that Mexican drug trafficking organizations and the criminal groups which control most of the organized drug traffic in the United States, particularly cocaine, marijuana, methamphetamines and heroin, have turned in stellar performances.

Washington Times special correspondent John Zaracostas interviewed Professor Hamid Ghodse on the findings of the latest International Narcotics Control Board (INCB) annual report. Mr. Ghodse, 70, a national of Iran, has been a member of the INCB since 1992. He also is a professor of psychiatry and drug policy at the University of London and a member of the World Health Organization's advisory panel on alcohol and drug dependence.
Question: The annual INCB report is critical of many practices of illicit narcotics trade and use around the world and is particularly hard-hitting on the illicit cultivation of opium poppy in Afghanistan, where production has dramatically increased by 17 percent to 193,000 hectares and over 8,000 tons of heroin.

VIENNA, Austria -- Abuse of prescription drugs is about to exceed the use of illicit street narcotics worldwide, and the shift has spawned a lethal new trade in counterfeit painkillers, sedatives and other medicines potent enough to kill, a global watchdog warned Wednesday.
Prescription drug abuse already has outstripped traditional illegal drugs such as heroin, cocaine and Ecstasy in parts of Europe, Africa and South Asia, the U.N.-affiliated International Narcotics Control Board said in its annual report for 2006.
