According to Andi Dervishi of the World Bank's International Finance Corporation, the cell phone can occupy the same function as a "decisive device" for personal money management in developing regions like Latin America as computers do for bank customers in the U.S., Japan and Europe. Banks already are facing heavy compliance costs as a result of the tightened controls and reporting regulations created by counter-terrorism-related requirements such as fighting money laundering. But it must do a lot more to catch up with its Asia-Pacific neighbours.
