[Simon Bikindi]'s patriotic songs were playlist staples on the national Radio Rwanda during the war from October 1990 to July 1994 before the Rwandan Patriotic Front took power. Bikindi was also a sports ministry official and founded Rwanda's Irindiro Ballet.
Delivering the judgment this week, the presiding judge of the International Criminal Tribunal for Rwanda based in Arusha, Tanzania, said Bikindi had used a public address system to call on the majority population, the Hutu, to exterminate the minority, the Tutsi.

A fifth and final chapter briefly reviews French and German court responses to the Holocaust, criminal prosecutions of previous Latin American regimes by their democratic successor governments, and current international tribunals (International Tribunal for the Former Yugoslavia, International Criminal Tribunal for Rwanda, International Criminal Court). PUBLIC DEBATE In response to PAUL STARR s column warning that a public health-care plan could become a dumping ground for the sick and the old, libertarian economist TVLER COWEN notes on his blog, I should add that some or maybe all defenders of the public plan can consider that an acceptable outcome: spend more money to cover more people and of course mostly from highrisk groups. NAIROBI, Kenya A Catholic priest was convicted Wednesday of participating in Rwanda's 1994 genocide by ordering militiamen to set fire to a church and then bulldoze it while 2,000 people were huddled inside seeking safety.
The Rev. Athanase Seromba was sentenced by the International Criminal Tribunal for Rwanda to 15 years in prison, although he will get credit for four years already served. The tribunal is based in Arusha, Tanzania.
