Meernik and Farris explore how defense experience and background might affect the outcome of International Criminal Tribunal for Rwanda trials. Based on data collected to date, the type of national background defense attorneys come from plays an important, though limited, role in their abilities to obtain not guilty verdicts and sentences less than life for their clients. Moreover, the level of democracy and protection of civil liberties in a society is also likely to have a profound impact on the professionalization of defense attorneys.

A fifth and final chapter briefly reviews French and German court responses to the Holocaust, criminal prosecutions of previous Latin American regimes by their democratic successor governments, and current international tribunals (International Tribunal for the Former Yugoslavia, International Criminal Tribunal for Rwanda, International Criminal Court). To Anglo-American jurists, it was the first essential step in the development of an international common law holding governments and their leaders accountable for aggression, war crimes, and crimes against humanity (p. 50).

The United States supports the people of Rwanda as they commemorate this horrific chapter in history. We urge all states, particularly those in the region, to work with Rwanda and the International Criminal Tribunal for Rwanda to bring to justice those responsible for the genocide and to repatriate the thousands of displaced Rwandans.
