Everybody loves a good secret. But secret negotiations over a multinational treaty that could impact the global Internet community and users of copyrighted materials worldwide are another thing. This has been the case for the Anti-Counterfeiting Trade Agreement (ACTA), a proposed agreement on global standards for enforcement of intellectual property rights. Mixed messages have been coming out of recent leaked documents from the ACTA negotiations, but the trend appears to be moving toward more intercountry cooperation and increased scrutiny of digital communications. The challenges that ACTA purports to address are serious. But in order for ACTA to be taken seriously, ACTA needs to step into the light of legitimacy.
