The move by the Obama administration to impose the first federal limits on climate-changing pollution may not be the ideal answer to an enormous and continuously growing problem affecting this planet, but if it moves Congress to take action it's a step in the right direction. The Environmental Protection Agency announcement that it will seek to regulate greenhouse gas emissions -- including carbon dioxide -- under the Clean Air Act could possibly build momentum toward an agreement at the international conference on climate change in Copenhagen, Denmark.
