Establishes reasonable certainty that adoptions decreed pursuant to the convention will be recognized and given effect in all other party countries. [Irene Steffas] concludes: "In an increasingly shrinking world where many people are motivated to adopt, the focus and scrutiny of inter-country adoptions has reached the attention and recognition of the legislators and adoption practitioners. The time and energy given by the federal government addressing inter-country adoptions is directly related to the tremendous interest and number of children who immigrate to the United States on a yearly basis." Although any person involved in an international adoption will laugh when the terms "reasonable" or "certainty" are used in the same sentence, governments can be helpful with this complex is...

Officially, Haiti's international adoption process is back in business. Yet U.S. adoption agencies remain wary and uncertain, while families may face years of limbo as they seek to adopt children orphaned by the January earthquake. Some had been to Haiti and met children before the quake; others eagerly started from scratch afterward.

A State Department advisory urging Americans not to begin the process of adopting a child from Guatemala has effectively shut down a system that matched 4,135 Guatemalan children with American parents last year, the director of a Teaneck agency said Wednesday. The advisory, issued Tuesday, said prospective parents should wait until Guatemala is able to comply with a new treaty governing international adoptions before beginning the adoption process.
A market orientation strategy is a strategy based upon the acceptance and adoption of the marketing concept. The market-oriented organization continually monitors customer information, competitor information, and marketplace information to design and provide superior value to its customers. Theory and empirical research suggest that higher levels of market orientation result in a greater ability of the organization to reach its objectives. This paper extends the current research on the use of the market orientation strategy in higher education by reporting and analyzing market orientation levels from three separate administrative levels with responsibilities associated with business schools. Comparisons of the various scores are made against a benchmark established for commercial busine...

The doctrine of sources has served international law well over the past century, providing structure and coherence during a time when international law was expanding rapidly and dramatically. But the doctrine's explanatory power is increasingly being challenged. Current doctrine tells us that treaties are international law; empirical evidence, however, suggests that treaties are poor predictors of state practice. The expansion of the international community, the rise of human rights, developments in international legal theory, and the international system's need to adapt to changing circumstances have also put pressure on the reified role of "treaty" in identifying rules of international law. Drawing from a number of theories developed to explain why states comply with international...

Our focus is on the best interests of the child," says Dora Giusti, a UNICEF assistant program specialist previously based in Guatemala. "Only as a last resort do we look to international adoption if there's no other alternative. We think international adoption is a good option ... if it's well regulated. On Aug. 11, the paranoia reached a fever pitch when Guatemalan authorities raided the Casa Quivira adoption foster home outside of Antigua under suspicions of "irregularities" in the adoption process. The government seized 42 kids waiting to be adopted and placed them in homes that don't focus on adoption, according to industry sources who wish to remain anonymous. In 2006, I helped reunite a teenage adoptee named [Ellie] with her biological mother in Guatemala-seven years after her r...
