American federalism has produced curious and potentially significant differences in provisions for changing a constitution. Article V of the US Constitution provides for only two procedures for amendment, both of which are difficult, and none for replacement. Most state constitutions offer a variety of easier paths for both. Constitutions occupy the highest position in a hierarchy of law that also includes statutes, court decisions, and administrative rules and regulations. Revision is more vulnerable to political derailment than amendment because its greater breadth unites a broader coalition of opponents and because the contemporary revision process has more veto points and veto players. By comparison, amendments are, for legal, political, and institutional reasons, more limited in sc...

WASHINGTON, May 7 /U.S. Newswire/ -- A new report from a Washington watchdog organization shows that Texas has cemented its place among a handful of states that have become perennial "battlegrounds" for state Supreme Court elections. According to the report, lawyers gave more than 66 percent of all the money donated to candidates for the Texas Supreme Court, while business interests accounted for more than 25 percent of the nearly $5.9 million donated to high court candidates. Texas ranks second in the nation in total fundraising by Supreme Court candidates -- over $25 million -- in the past ten years.
For more than a decade, Texas special interest groups and political partisans have been trying to influence Supreme Court candidates with big campaign contributions and hard-ball negati...

HERMON - , 82, died peacefully Saturday, Oct. 29, 2011, at a Bangor hospital from complications due to emphysema. David was born July 9, 1929, in Shawnee, Okla., son of Bascom E. and Beulah P. Anderson.
He grew up on a dairy farm on the outskirts of Austin, Texas, with his sister, Esma Beth; and brothers, James, Tommy and Ken. David held a deep fondness for his family and friends from Austin, Texas, and he took great delight in sharing stories from his life there. David was particularly happy whenever the opportunity arose to speak with his children, siblings, nieces and nephews, or whenever he made contact with someone from the earlier days in his life. David marched to the beat of his own drum, which as a young man, for a time, landed him 30 miles north of F...

The advertisements, which begin airing on Wednesday, Jan. 11 in Texas and Ohio, will kickoff a joint yearlong effort by the two public interest groups to expose the most corrupt Congress in history. Everyday Americans are paying the price for this corruption as Congress does the bidding of well-heeled lobbyists instead of the business of the people.

What began as one mother's vigil on a country road in Texas two weeks ago has grown into a nationwide protest, putting a grieving human face to the miseries of war and growing misgivings about President Bush's strategies in Iraq.
It's still not clear whether Cindy Sheehan's effort was the start of a lasting anti-war movement or a fleeting summertime story fueled by media-savvy liberal interest groups.

Monday's debate in Tampa proved one thing: The fight for the Republican nomination for president is a two-man matchup. For most of the evening, the spotlight was on Texas Gov. Rick Perry and former Massachusetts Gov. Mitt Romney, and the post-debate commentary has centered on which one of those two came out better. While the Texan is still the front-runner, the Florida showdown ended in a draw, and Mr. Perry was on the receiving end of some painful body blows.
The most serious punch was thrown by Minnesota Rep. Michele Bachmann, who after winning the Iowa straw poll a month ago has seen her Tea Party-based support defect to the Lone Star governor. The Tea Party sponsored the latest debate, and Mrs. Bachmann played to the audience, accusing Mr. Perry of favoring big-government solutions ...
