WHEN CHURCH FOLKS GATHER to celebrate, you can expect a party of praise.
That was the case during a banquet June 23 to honor the Rev. Borbie L. Davis, who has helped heal and grow a Norfolk church that was left with 35 members after its congregation split a few years ago. During the fete, members and friends of Mount Zion Interdenominational Christian Community Church on Indian River Road clapped hands and lifted their voices to thank God for Davis' work. In three years he has tripled the congregation , paid off the church mortgage, bought a van to provide rides for attendees, started a radio broadcast Saturdays on WGPL-AM (1350), reinstated Sunday school and established three usher boards.

For more than two decades the Michigan Supreme Court's decision in Poletown Neighborhood Council v. Detroit allowed governments in that state to take most any property they wanted for most any reason they wanted. The U.S. Constitution's "public use" restriction was satisfied, the court ruled, even when Detroit seized an entire ethnic neighborhood to hand over to General Motors for a new factory.
Alas, that case was no anomaly. As Steven Greenhut, an editorial writer for the Orange County Register, observes in his timely new book, "Abuse of Power: How the Government Misuses Eminent Domain," "governments increasingly use eminent domain to take property from one private owner in order to give it to another private owner." A small homeowner or businessman then "must surrender his home or bu...
