Steven J. Kelly, of the Baltimore office of Miles & Stockbridge, recently received the National Crime Victim Law Institute's 2011 Legal Advocacy Award for his work on behalf of crime victims and their families. Kelly has worked with the organization at the trial and appellate levels in litigation on such issues as the victim's right to address the court at sentencing, restitution, privacy of medical and counseling records, and the rights of sexually exploited children. His practice includes defending the rights of crime victims in criminal proceedings and representing victims of accidental injuries. An inmate at a Jessup pre-release unit who was stabbed while he slept and lost his right eye as a result is owed $25,000 for his trouble, not the $213.87 the Criminal Injuries Compensation Board had awarded him, the Court of Special Appeals has held.
The board initially denied that Maceo L. Neal was permanently disabled because he hadn't shown any effect on his earnings. A Prince George's County circuit judge agreed, but the intermediate appellate court reversed last week after deciding the Criminal Injuries Compensation Act requires the board to apply the workers' compensation schedule of payments.
