This morning The Washington Post reports that Supreme Court Justice David Souter's colleagues on the bench tried to convince the justice not to retire. But Souter, weary of Washington living, had told friends that Barack Obama's presidential victory was his ticket back to New Hampshire. The notoriously private justice has made no public comment about his retirement plans. Sources tell news organizations that he has informed President Obama of his intention to step down. The White House has yet to make an official comment on Souter's plans, but aides are said to be compiling a list of potential nominees to replace him.

We are removing lists of regions classified with respect to certain animal diseases and pests, and lists of States approved to receive horses imported from foreign regions where contagious equine metritis (CEM) exists, from our animal and animal product import regulations. Instead, the lists will be posted on the Animal and Plant Health Inspection Service's (APHIS') Web site. The regulations will provide the Web address and explain APHIS' criteria and processes for adding a region or a State to, or removing a region or State from, each of the lists. I'm amused by the discussion surrounding why the Iraqis cannot seem to come to an agreement on their constitution, a constitution that looks very much like our own. I'm amused because of the issues involved that seem to be blocking its passage. One issue is federalism and the other is women's rights. Also, I heard a radio commentator, actually a "talking head" because what he was saying in the form of well-informed comment was really propaganda being propagated by the Bush Administration, make concerning the length of time the Iraqis are taking to finish work on their constitution. We see, or at least the Bush Administration sees, involvement in Iraq as political and economic.
