The Chief Financial Officers (CFO) Act of 1990 called for major reforms in federal financial management. As we celebrate the first 20 years of this landmark legislation, it is important to reflect on the accomplishments and the remaining challenges. As the Chief Financial Officers Act of 1990 (CFO Act) celebrates its 20th birthday and people blow out the candles, it is time to revisit the act's genesis, reflect on its accomplishments and look to the future, as federal agencies move to the next stages of implementation of legislation that has come of age. The CFO Act has at its foundation three seemingly simple, but crucial provisions: 1. systematic measurement of performance, 2. development of cost information, and 3. integration of systems -- budget, program and financial.
