Every serious historian will cite the inadequacies of digital media for long-term storage of records and documents: Information has a way of disappearing. Users can destroy or amend content. Software and hardware evolution renders content unavailable. The plain fact is hard copy remains the most durable medium, more valuable for its low-tech characteristics. Legislators and other officials should keep this in mind as they contemplate the keeping of public records.
