The purpose of the National Professional Development Program, which is administered by the Office of English Language Acquisition, is to support pre-service education and professional development activities intended to improve instruction for English Learners (ELs). Grants are made to Institutions of Higher Education that have entered into consortium arrangements with states or school districts. Funded projects are designed to increase the pool of highly-qualified teachers prepared to serve EL students and increase the skills of teachers already serving them.

Alcohol sales data provide a more accurate indication of alcohol consumption than alternative methods such as population surveys. This information can be used to better understand epidemiological issues related to alcohol consumption, policy development and evaluation. Official sales records were collected for the 28 regional districts of British Columbia (BC) for 2002-2005, while homemade alcohol was estimated from survey data. Alcohol consumption rates were found to vary across geographic regions, by season, and with population level demographics. Government stores were the largest source of alcohol consumption in BC, accounting for 45.1% of total alcohol consumption in 2004. On May 26, 2000, President Clinton signed Executive Order (EO) 13158, directing federal agencies (led by NOAA and DOI) to establish a comprehensive national system of MPAs serving multiple conservation and management goals. To this end, the EO directs NOAA to establish a National Marine Protected Area Center (``MPA Center'') within NOAA (Sec. 4(e)) to carry out several provisions in cooperation with the Department of the Interior. Over the past decade, the MPA Center has conducted a variety of efforts to establish and support the growing national system through targeted science, information resources, coordination and policy development. A partnership of the federal government and the states implement rural community development policy today, yet researchers rarely examine the nature and efficacy of this extensive intergovernmental collaboration. The authors collected data on Community Development Block Grant awards made by one state to small and rural communities for a variety of development projects over a period of more than ten years, and using a modified rural classification system detected patterns and trends in allocation.
