PALM COAST, Fla. - Leroy "Bill" Paul, 79, died Nov. 15, 2011. He was born May 21, 1933, in Bangor, son of Leroy Wilfred and Helene Cameron Paul.
A U.S. Air Force veteran, Bill graduated from Crosby High School, Belfast, in 1951 and graduated from the University of Maine in 1960 with a Bachelor of Science degree in civil engineering. For 30 years, he worked in heavy and industrial construction in various positions including field engineer, superintendent, project manager and vice president for Rust Engineering, Birmingham, Ala.; Cianbro, Pittsfield; W.M. Schlosser, Hyattsville, Md.; and Jacobs Engineering, Greenville, S.C. After retiring in 1990, Bill moved to Hilton Head, S.C., where he enjoyed golf and the beach. OAKFIELD, Maine -- Voters will decide whether to enter a tax increment financing agreement with First Wind on a new $300 million industrial wind project that would provide the town $16.5 million in benefits over 20 years, Town Manager Dale Morris said Thursday. The site might be the state's first to entirely employ 3-megawatt turbines.
The benefits include $14.3 million in TIF, or credit enhancement, payments in 20 years and a $600,000 gift from First Wind that would help the company meet the tangible benefits clause of the environmental permit application the Maine Department of Environmental Protection gave First Wind, Morris said.

Construction of a long-planned flyover ramp connecting downtown McKeesport to the former U.S. Steel National Tube Works will start next year thanks to federal stimulus money.
The Allegheny County Department of Public Works will seek bidders this fall to build the $10 million ramp, which will carry Coursin Street traffic over the CSX railroad tracks separating most of McKeesport from the RIDC Riverplace Industrial Center, said Michael Dillon, project manager for Allegheny County's bridge division.
