Earl McVicker, outgoing ABA chairman said he is pleased with what ABA members accomplished during the past year as he prepares to step down at the group's annual convention October 7-10 in San Diego. Among the highlights McVicker cites are the stripping of the Farm Credit Service Horizons proposal from the 2007 House farm bill; resolving the industrial loan corporation issue; and increased involvement by bankers on other federal and state issues affecting the industry. Wal-Mart Stores Inc. yesterday decided to withdraw its bid to establish a bank amid controversy over whether the retailer should be allowed to expand its empire by opening a financial institution.
The world's largest retailer said it wanted to establish the industrial loan corporation (ILC) so it could process credit- and debit-card transactions itself, potentially saving customers money.

A California-based group has a message for fellow credit unions that want to sell their credit-card portfolios: they shouldn't be forced to sell them to a bank. In fact, they should be able to keep them in the family and sell them to an industrial loan corporation operated by a credit union.
Pasadena, Calif.-based Wescom Credit Union broke this new ground when it agreed to buy Silvergate Bank, an ILC in the San Diego suburbs, earlier this year.
