The seeds for this audacious undertaking were planted earlier this year when Gurney and his team released the fruits of a NASA-funded project called Vulcan, which quantified CO2 emissions in the United States down to a 10-kilometer level and broke the data into commercial, residential, industrial, utility and agricultural sectors. Governments could use its solid scientific foundation as a basis for building a system for trading carbon credits; particularly egregious CO2 producers could be identified; and, of course, private citizens would gain a better understanding of how global warming effects them.

PROVO -- A ruptured water main on a pressurized sprinkling system flooded a vacant building in a west Provo industrial park Thursday morning. The 8-inch main line froze and then broke shortly before noon. The water that came racing through the sprinkling system activated an alarm, and a business in a neighboring building called the fire department.
