  • DUBLIN, Ireland The Irish Republican Army has disbanded units for weapons making, arms smuggling, recruiting and training, an expert panel reported Wednesday in dramatic findings that could boost chances for reviving a Catholic-Protestant administration in Northern Ireland. The leaders of Britain and Ireland warmly embraced the conclusions of the Independent Monitoring Commission, a panel that includes former chiefs of the Central Intelligence Agency and Scotland Yard's anti-terrorist branch.

  • LONDON -- The Irish Republican Army has all but ceased its terrorist operations and is no longer sponsoring criminal enterprises, the independent group monitoring the cease-fire in Northern Ireland said in a report on Wednesday. The report by the group, the Independent Monitoring Commission, potentially removes an obstacle to the eventual restoration of Northern Ireland's legislature, which was suspended in 2003. The British and Irish governments, along with the province's rival Roman Catholic and Protestant groups, are scheduled to hold talks in Scotland next week aimed at breaking the impasse.

  • UNASSUMING, slightly built and quick to laugh, especially when relating anecdotes about her life in politics, Teresa Kok, 42, is nothing like the oft-unsmiling woman pictured in newspapers, with grim complainants by her side. Described by those at her service centre as efficacious and dedicated, she comes across as the `girl next door', or as she puts it, `the auntie next door.' Despite having been in the Democratic Action Party (DAP) and politics since graduating from Universiti Sains Malaysia (USM) in 1990, it was only this year that Kok became the poster girl for the Opposition party, going from just another face in Parliament to an MP that the man on the street had no trouble naming, thanks to several high-profile cases, from the Independent Police Complaint and Monitoring Commissio...

  • DUBLIN, Ireland -- The Irish Republican Army has begun reducing its membership and shut down key units responsible for weapons- making, arms smuggling and training, an expert panel reported Wednesday in findings designed to spur a revival of Catholic- Protestant cooperation in Northern Ireland. The British and Irish governments warmly welcomed the 60-page assessment of the Independent Monitoring Commission, a four-man panel that includes former directors of the U.S. Central Intelligence Agency and the anti-terrorist unit of Scotland Yard.

  • A commission investigating Northern Ireland's paramilitary groups has concluded that an "elite robbery team" from the Irish Republican Army was behind not only a $50 million bank job in Belfast in December but three other major robberies last year. We have carefully scrutinized all the material of different kinds that has become available to us since the [December] robbery, which leads us to conclude firmly that it was planned and undertaken by the IRA," said the four-member Independent Monitoring Commission in a report to the governments of Great Britain and Ireland.

  • LONDON A panel of international experts said Thursday that a $50 million Belfast bank heist that has shaken Northern Ireland's peace process to its foundations was sanctioned by senior members of the IRA-linked party Sinn Fein. The Independent Monitoring Commission's report tallied with the views of the British and Irish governments, who already blamed the outlawed Irish Republican Army for the Dec. 20 raid.

  • DUBLIN, Ireland Commanders of the Irish Republican Army are working hard to end the group's involvement in violence and crime, but some members are defying their leaders and have retained firearms, an expert panel reported Wednesday. Britain and Ireland welcomed the broadly positive picture of IRA inactivity presented by the Independent Monitoring Commission. Both governments formed the four-member panel in 2002 to assess the underground activities of the IRA and Northern Ireland's several other illegal groups.
