The exclusion of qualified real property business indebtedness (QRPBI) income from taxation is applied at the partner level for partnerships, though discharge of indebtedness at the partnership level can pass through to the partners. When secured real property debt incurred in a trade or business is relieved, that income is excludible under Internal Revenue Code section 108 to the extent the debt principal exceeds fair market value. The income exclusion of QRPBI relief is at the partner level, and the basis in the partner's interest must be reduced to reflect the discharge of indebtedness income.
