Much has been written about the plight of secondary and higher education in the U.S., and a plethora of reform proposals have been offered. Unlike many of the suggested reforms that focus on top-down administrative solutions to the education spiral, the model presented here offers a bottoms-up approach based on student incentives. Further, salient features of the revitalization model developed here are simplicity, maintenance of institutional sovereignty, and the absence of mandated changes in educational policies and procedures. Given the realities of ever-tightening public budgets and the directives inherent in the No Child Left Behind Act (2001) school districts have been required to do more (with more direct accountability) with less (funding) than ever before. These two forces are, of course, conflicting. One approach to the funding dilemma has districts consolidating schools in order to pool enrollment and resources, in an attempt to reduce pressure to increase class size that would likely reduce student achievement. Another is to create incentive contracts for teachers so that student achievement would directly affect teacher salary. We introduce monitoring technology into an agency-based model of teacher incentive contracting to determine optimal school size, bringing both sides of this debate together.

Panasonic Corp. of North America has yet to say whether it will take a $102.4 million tax break to move from Secaucus to a new headquarters in Newark.
But whatever the company's decision, the controversial award -- fiercely opposed by Secaucus officials and Panasonic's current landlord, Hartz Mountain Industries -- has underscored the growing importance of the corporate incentive program under which the award was made.

Using a sample of S & P 500 firms, we find that golden parachutes are associated with concentrated external ownership, less concentrated internal ownership, and non-Delaware incorporation. We find little support that concentrated external owners use golden parachutes as credible commitment devices. The general multivariate results support the incentive alignment hypothesis, and reaffirm the view that golden parachutes are a mechanism used to align managerial and shareholder interests when there is a separation between ownership and control.

This final rule updates and makes certain revisions to the End-Stage Renal Disease (ESRD) prospective payment system (PPS) for calendar year (CY) 2012. We are also finalizing the interim final rule with comment period published on April 6, 2011, regarding the transition budget-neutrality adjustment under the ESRD PPS,. This final rule also sets forth requirements for the ESRD quality incentive program (QIP) for payment years (PYs) 2013 and 2014. In addition, this final rule revises the ambulance fee schedule regulations to conform to statutory changes. EPA is proposing to simplify an existing provision in our marine diesel engine program that is intended to encourage owners of Great Lakes steamships to repower those steamships with cleaner marine diesel engines. The simplified program would automatically permit the use of residual fuel, through December 31, 2025, in a steamship if it has been repowered with a certified Tier 2 or later marine diesel engine, provided the steamship was operated exclusively on the Great Lakes and was in service on October 30, 2009. Steamships are powered by old, inefficient steam boilers.
