The Rural Utilities Service (RUS) has prepared an Environmental Assessment (EA) to meet its responsibilities under the National Environmental Policy Act (NEPA) and RUS's Environmental and Policies and Procedures (7 CFR part 1794) in relation to possible financial assistance for a proposal by Turning Point Solar LCC (TPS). The proposal consists of constructing a 49.9 megawatt (MW) ground- mounted solar photovoltaic generating facility in Noble County, Ohio. Home borrowers preserved their rescission rights under the Truth in Lending Act when they provided their lender with written notice within three years of closing their loan, the 4th Circuit has ruled in reversing a dismissal.
The plaintiffs sued to rescind their home loan under TILA more than three years after they closed their loan. Their lender argued that the clam was time-barred under the three-year limitations period provided in Section 1635(f) of the Act and its implementing regulation, Regulation Z.

The Department of Agriculture (USDA) is removing its regulation implementing the Governmentwide common rule on drug-free workplace requirements for financial assistance, currently located within part 3021 of Title 7 of the Code of Federal Regulations (CFR), and issuing a new regulation to adopt the Office of Management and Budget (OMB) guidance at 2 CFR part 182. This regulatory action implements OMB's initiative to streamline and consolidate into one title of the CFR all Federal regulations on drug-free workplace requirements for financial assistance. These changes constitute an administrative simplification that would make no substantive change in USDA's policy or procedures for drug-free workplace.
