This paper examines data from the Cape Fear region of North Carolina, an area at elevated exposure to hurricanes and catastrophic risk. The findings support an earlier documented pattern of price declinations with successive hurricane landfalls. The findings also reveal a tempering of this trend in the years after the last major strike in 1999. A test statistic is constructed for the timing and intensity of the real estate market reaction to perceptions of catastrophic risk. A Chow test is used to frame market responses to repeated hurricane landfalls in the study area. The test reveals a structural shift in the housing market in the periods following the last two in a series of four hurricanes. Hurricanes are coming at us from every direction you look. I sure hope they miss us, but we do need the rain. The next few days will tell the story. I sure don't want a hurricane like we had in 2003, nor do I want one like Hazel in 1954, Oct. 15. It was the worst thingthat ever hit here.
It hit at 2:15 p.m. and two hours later it hit again. The eyes of the storm went right through this area. No school for weeks, no electricity for weeks. We had to take all the meat and vegetables in three freezers and make Brunswick stew and can it in the big black pot. It was some work but it was either that or loose it. Nogas, no water except for the old hand pump we still have today. This entire community got water; it pumped night and day and never went dry.
