ILIGAN, Philippines - A southern Philippine area devastated by flash floods that killed more than 1,000 people looks like it was hit by a tsunami, a U.N. official said Thursday as he appealed for $28 million in aid for the region.
N. humanitarian coordinator Soe Nyunt-U voiced concern about possible outbreaks of disease among the thousands living in evacuation centers after their houses were washed away last Friday when a tropical storm unleashed the flash floods.

KARAITHIVU, Sri Lanka - The United Nations said it will appeal for emergency flood aid for Sri Lanka, where 38 people have died, hundreds of thousands are homeless and vast rice fields ready to be harvested are now under water.
The flooding has disrupted the livelihoods of many in the eastern region hardest hit after the heavy rains. The U.N. will issue an appeal in the coming days for money to help replant the fields and compensate people affected, U.N. Resident and Humanitarian Coordinator Neil Buhne said in a statement late Friday.

If this happened in Darfur there would be a major outcry. Since it is in Somalia, no one cares." - Eric Laroche, UN humanitarian coordinator for Somalia.
On Christmas Day of 2006, Ethiopian government troops (with the encouragment of the U.S. government) crossed over the border into Somalia. Aided by Somalian government forces, the troops routed the Union of Islamic Courts (UIC), a coalition of radical Islamists who had taken over Mogadishu and were intent on turning the nation into a radical Islamic state. Ethiopia's actions were prompted in large part by a growing fear that Islamists were planning on doing the same to their Christian-based nation.
"If this happened in Darfur, there would be a major outcry," said Eric Laroche, who serves as the UN's Humanitarian coordinator for Somali...

According to figures published by [Gisha] in coordination with the United Nations, Israel allows in 25 percent of the goods it had permitted into Gaza before the Hamas takeover. In the years prior to the closure, Israel allowed an average of 10,400 trucks to enter Gaza with goods each month. Israel now allows approximately 2,500 trucks a month.
I think Israel wants to defuse international pressure," said [Raed Fattouh]. "They want to show people that they are allowing things into Gaza.
Maxwell Gaylard, the U.N.'s humanitarian coordinator in the Palestinian territories, said the international community is seeking an "urgent and fundamental change" in Israel's policy regarding Gaza rather than a piecemeal approach.

In Sudan, the African farmers and the Arab militia have been engaged in a civil war for over a year--with the farmers represented by two groups, the Sudan Liberation Movement and the Justice and Equality Movement. In an interview with UN humanitarian coordinator in Sudan Mukesh Kapila, he claims that is the world's greatest humanitarian crisis, and doesn't know why the world isn't doing more about it.

I am pleased that my bill to cancel Haiti's debt held by multilateral development institutions is set to become law. Debt relief is essential for Haiti's future. However, we must also keep in mind the immediate needs of survivors who, without adequate shelter, will be further subjected to the elements and to disease during the upcoming rainy season, I applaud the efforts of our government, military, and charitable organizations for the assistance they have provided thus far, and I will be doing everything in my power to continue to work with them to alleviate die suffering and attend to the basic needs of the Haitian people.

In 2004, the then-UN Humanitarian Coordinator in Sudan, Mukesh Kapila, referred to the situation in Sudan as "the world's greatest human crisis," today's "worst humanitarian crisis.
The Amnesty International report in 2004 stated that "violence against women is occurring in a context of systematic human rights violations against civilians in Darfur. Women have been summarily or indiscriminately killed, bombed, raped, tortured, abducted and forcibly displaced; girls have, like women, been the particular target of rapes, abductions and sexual slavery."
In many cases, the Janjaweed have raped women in public, in the open air, in front of their husbands, relatives, or the wider community. Rape is first and foremost a violation of the human rights of women and girls. In some cases in Darfur...
