DAYTON -- The Dayton Metropolitan Housing Authority did not effectively operate its Section 8 Housing Choice Voucher program, a recent audit by the U.S. Department of Housing and Urban Development found. The June 19 audit found DMHA's administration of the program was "inadequate" when it came to housing conditions, abatement of units that did not meet standards and calculation of housing assistance payments. The Section 8 voucher program allows low- income residents to lease or purchase affordable, privately owned rental housing. Although DMHA administers the program, it does not currently own Section 8 units. "Of the 59 housing units statistically selected for inspection, all 59 did not meet HUD's housing quality standards," regional inspector Heath Wolfe wrote.

This proposed rule would amend HUD's regulations governing portability in the Housing Choice Voucher (HCV) program. Portability is a feature of the HCV program that allows an eligible family with a housing choice voucher to use that voucher to lease a unit anywhere in the United States where there is a public housing agency (PHA) operating an HCV program.
