Pursuant to 24 CFR 135.7, the Assistant Secretary for Fair Housing and Equal Opportunity (FHEO) has been delegated authority under Section 3 of the Housing and Urban Development Act of 1968 and HUD's implementing regulations at 24 CFR part 135. In this notice, the Assistant Secretary for FHEO retains those authorities and, with noted exceptions, redelegates this authority to the General Deputy Assistant Secretary for FHEO, who further redelegates certain authority to the Deputy Assistant Secretary for Enforcement and Programs and to each of the FHEO Regional Directors. This notice also supersedes all prior redelegations of authority by the office of the Assistant Secretary for FHEO under section 3 of the Housing and Urban Development Act of 1968 and HUD's implementing regulations at 24 ...

CHANGES ARE MADE IN DETERMINATIONS OF BASE FLOOD ELEVATIONS FOR THE UNINCORPORATED AREAS OF COLUMBIA COUNTY, GEORGIA, UNDER THE NATIONAL FLOOD INSURANCE PROGRAM On September 20, 1995, the Department of Homeland Security's Federal Emergency Management Agency identified Special Flood Hazard Areas (SFHAs) in the unincorporated areas of Columbia County, Georgia, through issuance of a Flood Insurance Rate Map (FIRM). The Mitigation Division has determined that establishment of elevations of the flood having a 1 percent chance of being equaled or exceeded in any given year (base flood) for certain locations in this community is appropriate. The modified Base Flood Elevations (BFEs) revise the FIRM for the community.

Title VIII of the Civil Rights Act of 1968, as amended (Fair Housing Act or Act), prohibits discrimination in the sale, rental, or financing of dwellings and in other housing-related activities on the basis of race, color, religion, sex, disability, familial status, or national origin.\1\ HUD, to which Congress gave the authority and responsibility for administering the Fair Housing Act and the power to make rules implementing the Act, has long interpreted the Act to prohibit housing practices with a discriminatory effect, even where there has been no intent to discriminate. ---------------------------------------------------------------------------

Low-income workers were scheduled to hold a press conference today in New Orleans to protest what they call violations of the Housing and Urban Development Act of 1968 in the redevelopment of former public housing sites.
HUD, the Housing Authority of New Orleans and contractors redeveloping the former C.J. Peete and St. Bernard public housing developments are not following Section 3 of the act, which requires that at least 30 percent of all HUD-funded construction jobs go to local low-income and public housing residents, that training be provided and that workers be paid prevailing wages, according to protesters.
