The state House of Representatives' vote to protect corrupt state or municipal workers from the consequences of their misdeeds is profoundly wrong. It may well derail badly needed ethics reform, including revocation of convicted officials and workers' pensions. This legislation has failed in three previous years. It is an illustration of the grip that government unions have on the legislature, particularly the House where its majority leader, Rep. Christopher G. Donovan, D-84, is a union organizer.
